ECTN stands for Electronic Cargo Tracking Note and it is a legal requirement by the customs authority in the Central African Republic.

Any cargo directed towards the Central African Republic should be covered by the ECTN certificate. The new ECTN requirement replaced the previous Inspection Procedure, enabling Customs Control Office to electronically track the traffic of imports.

Acquiring the waiver comes at additional costs to the importer/exporter. These costs depend on the type of cargo (20ft, 40ft, Break Bulk, RO-RO, etc.), a number of containers, the number of Bills of Lading raised and the country of discharge for the shipment.

Regulations & Restrictions
CAR ECTN certificate must be requested by the exporter. The forwarding authorized agent can apply for the ECTN waiver on behalf of the freight owner in certain cases.
Central AfricanRepublic does not accept aluminum and 45′ size containers. There is no maximum weight restriction for using the Douala port.
Failure to present valid ECTN certificate or fabricated ECTN number leads to a fine up to $ 2500 USD per Bill of lading, plus the regulations charge determined by Central African Republic Customs.
