Benin BESC Waiver Certificate
BESC stands for Bordereau Électroniquede Suivi des Cargaisons and it is a legal requirement by Benin lawmakers from all cargo transported into the country. Benin BESC enables Authorities to identify, control, track and forecast the traffic of imported goods.
From 01.10.2007, all cargo shipped to Cotonou is obliged to acquire the BESC Benin certificate. New Benin BESC requirement is adopted to replace the previous Inspection Procedure and it is electronically submitted and tracked.
- Original bill of lading copy (BL);
- Commercial invoice copy;
- Customs declaration copy;
Acquiring the waiver comes at additional costs to the importer/exporter. These costs depend on the type of cargo (20ft, 40ft, Break Bulk, RO-RO, etc.), a number of containers, the number of Bills of Lading raised and the country of discharge for the shipment.

Regulations & Restrictions
The BESC certificate requested by from exporter. The forwarding authorized agent can apply for the BESC waiver on behalf of the freight owner in certain cases.
Importer/ Exporter must obtain Benin BESC waiver 5 days before the vessel arrives at the port. Failure to present valid Benin BESC certificate or fabricated BESC number results in a fine of up to $ 2500 USD per Bill of lading.
Please note, you only have to acquire a BESC Benin certificate when Benin is your final destination. If your cargo is in transit through Benin, then please apply for the final destination country waiver certificate.
