Ivory Coast BSC Waiver Certificate

BSC stands for Bordereau de Suivi des Cargaisons and it is a legal requirement by Ivory Coast lawmakers from all cargo transported into the country. Together with Cargo Tracking Note (CTN), Ivory Coast BSC enables Ivorian Shippers Council (OIC) to identify, control, track and forecast the traffic of imported goods.


Import Procedures

All cargo shipped to Ivory Coast as the final destination is obliged to acquire the BSC certificate. The new BSC requirement is adopted to replace the previous Inspection Procedure and it is electronically submitted.

Acquiring the waiver comes at additional costs to the importer/exporter and these costs depend on the type of cargo (20ft, 40ft, Break Bulk, RO-RO, etc.), a number of containers, number of Bills of Lading raised and the country of discharge for the shipment.

Regulations & Restrictions

The Ivory Coast BSC certificate must be requested by the exporter. The forwarding authorized agent can apply for a BSC waiver on behalf of the freight owner in certain cases.

For every shipment coming to Ivory Coast, either Consignee or Importer must be located in Ivory Coast or in a neighboring country (Burkina Faso/Mali). Consignee Addresses in Europe or Asia are not accepted on the Bill of Lading.

Ivory Coast does not accept 45′ size containers.

Ivory Coast BSC waiver is required to be presented 5 days before the vessel arrives at the port. Failure to present valid BSC certificate or fabricated BSC number results a fine of up to $ 5000 USD per Bill of lading, plus the regulations charge determined by Customs authorities.

Please note, you are only obliged to acquire a BSC certificate when Ivory Coast is your final destination. If your cargo is transit for Mali or Burkina Faso no Ivory Coast BSC waiver certificate is asked.
