Acquiring the waiver comes at additional costs to the importer/exporter and these costs depend on the type of cargo (20ft, 40ft, Break Bulk, RO-RO, etc.), a number of containers, number of Bills of Lading raised and the country of discharge for the shipment.

Regulations & Restrictions
The Niger BSC certificate must be requested by the exporter. The forwarding authorized agent can apply for a BSC waiver on behalf of the freight owner in certain cases.
Niger BSC waiver must be presented 5 days before the vessel arrives at the port. Failure to present valid BSC certificate or fabricated BSC number results a fine of up to $ 2500 USD per Bill of lading, plus the regulations charge determined by Niger Customs.
Please note, you only have to acquire a BSC certificate, when Niger is your final destination. If your cargo has a transit through other countries, you don’t need a waiver certificate for transit country.
